Responsibilities Under the general guidance of the Institute for Population Health Improvement (IPHI) Program Manager this position serves as an Advertising Specialist. The Media Communication Specialist 3 is primarily responsible for providing technical expertise in the oversight of media advertising campaigns associated with conducting a comprehensive statewide tobacco education program for the Calfornia Department of Public Health (CDPH) - California Tobacco Control Program (CTCP) and is responsible for all aspects and stages of creative development for televison, radio, print, out of home, digital and mobile advertising, reviewing and providing strategic and creative input regarding advertising and media plans. Additionally, the Media Communication Specialist 3 is responsible for developing and implementing digital media projects, including websites management, digital advertising and digital/social media consumer engagement.
Extensive experience in managing advertising agencies to develop comprehensive media campaigns.
Experience working on a variety of advertising and digital efforts, including the coordination of formative research with focus groups and online testing to assess advertising concepts.
Experience leading procurement efforts to obtain advertising services, substantiates and verifies statistics, facts and scientific notations for advertising, public relations, and other media materials.
Extensive experience managing digital and social media campaigns.
Experience executing a variety of digital media projects.
Experience with digital video editing software.
Experience analyzing data and writing a wide variety of media materials.
Extensive project management experience in handling highly visible communications projects.
Experience analyzing digital media, social media, or communications problems, develop alternatives including a list of pros and cons, and make sound recommendations on a course of action to high level administrators on public health communication issues.
Proficient in Microsoft Office and Adobe Creative Suites.
Exhibits and maintains a high level of integrity, confidentiality, trustworthiness and ethical behavior and the knowledge of the effect and consequences of decisions or actions.
Exceptional verbal and written communications skills needed to competently convey complex issues
Bachelor's degree communications/journalism/media/public relations or other related field and extensive experience in communications, advertising, and marketing.
Spanish language skills.
Familiarity with California State Government and the principles of public health administration.
Special Requirements This position may be subject to a criminal background investigation, drug screen, Live Scan fingerprinting, medical evaluation clearance, and functional capacity assessment.
